PAE is seeking individuals to serve as an experienced Doctrine Development Analyst for the Marine Corps Engineer School (MCES). MCES serves as an expert in engineer education, training, doctrine and requirements development with the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities and Policy (DOTMLPF-P) process in support of the Operating Force, Training and Education Command (TECOM), Training Command (TRNGCMD), Marine Air-Ground Task Force Training Center, the Engineer Advocate and Proponents at Headquarters Marine Corps (HQMC), Marine Corps Systems Command, Marine Corps Warfighting Laboratory, Combat Development and Integration and other services and agencies.
MCES Doctrine Development Analysts are responsible for supporting MCES's role in providing support to the Operating Forces by analyzing and authoring papers on doctrinal changes affecting Marine Corps, Multi-Service, and Joint level doctrine, organizations, equipment, tactics, techniques, and procedures (TTPs) to state their impact on the doctrine for employment of Marine Corps Engineer forces.
Analyzes engineer doctrine, organization, equipment, TTPs in OCONUS engineer commands and theaters of operations as well as in CONUS and develops courses of action for developing future doctrine.
Participates in conferences and briefings on proponent and non-proponent engineer doctrinal issues; develops presentations, doctrinal and position papers.
Analyzes official service-wide doctrine and initiates changes in engineer doctrine to ensure conformance and interoperability.
Reviews intelligence reports on foreign armed services to determine if any features are adaptable and make revisions to current engineer doctrine, organizations, equipment, TTPs as necessary.
Coordinates with technical and training SMEs on product development that affects Marine Corps, Joint, and Multi-Service doctrine.
Must possess a current Secret Clearance.
U.S. Citizen with ability to proficiently communicate in the English language.
Minimum 9 years’ military experience (USMC) with honorable discharge.
Familiar with other services (Army, Navy, and Air Force) Engineer doctrine to ensure thorough linkage between Marine Corps and Joint Service Engineer doctrine, tactics, techniques and procedures.
Sufficient knowledge of MAGTF operations to accurately analyze, evaluate, and develop concepts and doctrine addressing military operations in order to apply the operational fundamental Engineer doctrine.
Expert knowledge of the roles and missions of various types of Marine Corps forces (including Reserve component), their employment, and how they contribute to Marine Corps operations.
Familiar with Marine Corps requirements in unilateral, multinational, and joint operations, including tactical and operational level responsibilities and procedures.
Familiar with Marine Corps requirements and capabilities in executing military combat, combat support, and combat service support operations, organizations, and tactics to ensure developed concepts, doctrine, and training requirements are realistic.
Knowledge of the doctrine development, force structure and organizational design, training, leader and materiel development processes within the Marine Corps.
Good proficiency with Microsoft Office (Word, PowerPoint, Excel, Office).
Excellent oral and written communication skills.
Ability to professionally facilitate high-level meetings, conferences, and seminars requiring on the spot decisions.
3-10 years of USMC Combat Engineer experience.
Senior USMC SNCO or Officer with deployed Operations experience at the Regiment or Higher level.
Experience at a Formal Learning Center (FLC).
Experience with Military training and exercise programs.
Experienced with the Marine Corps Total Force Structure Management System (TFSMS).
